Important: This is the license surrender process for the Illinois Probationary License Program ONLY. Please contact the Illinois Secretary of State if you need to surrender your license for any other reason.
To receive your Illinois probationary driver’s license from the Illinois Secretary of State, you must surrender your valid (not expired) Illinois driver’s license to the Illinois Secretary of State.
Complete this step as soon as possible, at least two weeks prior to your suspension date.
Using a trackable service through FedEx or USPS only (NOT UPS), send your valid Illinois driver’s license to:

- After surrendering your driver’s license to the Illinois Secretary of State: You will use the Notice of Suspension you received from the Secretary of State in place of your driver’s license until the day prior to the date of suspension listed on the Notice of Suspension.
- If your driver’s license will expire before or during your suspension period: You must contact the Illinois Secretary of State at (217) 782-2720 to renew before surrendering your driver’s license to them. You will not receive your probationary license if your driver’s license expires before your suspension period.
- If you are no longer in possession of your Illinois driver’s license (lost/taken/destroyed): You will need to fully complete all sections of this affidavit form to serve in place of the surrender of your Illinois driver’s license. Complete this step as soon as possible, at least two weeks prior to your suspension date.

- Be sure the Secretary of State has your current mailing address; the probationary license will come directly from them to your current IL mailing address they have on file
After you complete the 8-hour class, National Safety Council will electronically transmit your class completion information to the Illinois Secretary of State the very next business day following your successful class completion.
Once your suspension period starts, you cannot drive until you receive your physical probationary driver’s license from the Secretary of State.
- If you surrender your Illinois driver’s license and complete the class at least two weeks prior to your suspension start date, you should receive your probationary license a day or two prior to the date your suspension period starts.
- If you surrender your Illinois driver’s license and complete the class less than two weeks prior to your suspension start date, it will take seven to 10 business days to receive your Illinois probationary driver’s license from the Secretary of State.
